Can I pay a penalty fee?

if he has been petitioned for before (by an immediate family member, before april 30, 2001) he can grandfather that priority date, and be able to immigrate here.or if he came in on a visa. but if the answer is no. he will have to travel to ciudad juarez. and once he is their he can be punished from entering the united states for up to ten years. if he were to qualify to immigrate here then that's were the penalty fee would come.
