How to tan extremely fair skin?

Why??? Why do you want to be like everyone else. A lot of people envy very fair skin. Rose McGowan, Dita VonTeese, Anne Hathaway. I have extremely fair skin too (I am Dutch, Irish, and German) but I can not tan what-so-ever. I just burn horribly. Also, skin cancer isn't too pretty.
